Lombard Street Reservation System

Come the spring of 2020 anyone wanting to drive down the iconic Lombard Street, might need a reservation first. That is if state bill AB1605 passes.
Reservations, along with modifications to street engineering and enforcement, are being considered to help improve quality of life conditions and safety on streets surrounding the crooked block.
Much like the system that has been in place for the past year at Muir Woods, anyone wanting to drive the crooked portion of Lombard Street will need to make a reservation and pay a fee. Pedestrians will still be able to take on the hill one foot at a time.
The proposal has come about due to the constant volume of visitors to the street, with cars idling for up to 45 minutes and some even catching fire. On the busiest days, there is a queue of cars for up to 10 hours a day.
While most visitors to the street are tourists, four to seven percent are San Francisco residents, according to recent studies done by the San Francisco Transportation Authority (SFCTA). The SFCTA is leading efforts to propose a logistically feasible and financially viable system to mitigate congestion in the area caused by this local attraction.
Initial research outlined in the most recent study done by the SFCTA has noted that the willingness-to-pay-range is between $5 to $10 and would allow for the creation of a predictable, visitor-friendly system. The plan drafted by the SFCTA, proposes a cost of $5 on weekdays and $10 on weekends and holidays.
The proposed reservation and pricing program would be cost-neutral. Reservation fees collected would fund system staffing and enforcement in the field, administrative management and maintenance costs. Monitoring and enforcement of the proposed system and changes to street engineering would not be possible without the SFMTA's Parking Control Group and San Francisco Police Department traffic officers.
Stay tuned as AB1605 continues to make its way through the state Legislature and the Concept of Operations goes to vote at the September SFCTA board meeting. More to come later this year.

Come Learn About Future Plans for Potrero Yard

The SFMTA recently launched the Building Progress Program with the intent to upgrade all of our old facilities across San Francisco. Part of these upgrades includes facility improvements for Muni, traffic enforcement and systems maintenance to better serve our riders and to keep the City moving. The Potrero Yard is the first site scheduled for improvement within the program.
As part of the planning effort to rebuild Potrero Yard, one of Muni’s oldest facilities, the SFMTA is hosting an afternoon at Franklin Square Park (2500 17th Street). The event will include guided tours of Potrero Yard to get an inside look of the facility. We will also have food and activities for all ages as staff engages with neighbors and community members about the future of Potrero Yard.
Event Details
This family-friendly event will be held on Saturday, August 10, 12 p.m. to 3 p.m. at Franklin Square Park, on the 17th Street side facing Potrero Yard and will be free and open to the public!
Tours begin at 12:30 p.m. and the last tour is at 2:30 p.m. Scheduled Spanish language tours will be led at 1 p.m. and 2 p.m. We can also make reasonable accommodations for our ADA attendees.

Current Potrero Yard

Potrero Yard was built in 1915 and sits on 4.4 acres between Bryant and 17th streets, near the Mission, Potrero Hill and South of Market neighborhoods. The two-story facility originally operated as a one-floor streetcar facility and has since expanded to hold 158 40-foot and 60-foot trolley buses.

In between service shifts, buses are cleaned, repaired and prepared for their next day.

Yet, age is catching up with the site. Major improvements are needed to ensure we maintain our fleet of buses as efficiently as possible and we can accommodate our new all-electric buses that will be delivered in the next eight years. Furthermore, a simple building renovation cannot solve the significant earthquake resiliency and facility expansion needs of the yard. The only answer is to completely rebuild Potrero Yard.
The Proposed Facility
The new three-story facility will be state-of-the-art and will allow the SFMTA to keep buses on the road longer between fixes. As a result, we will improve service for our 102,000 daily customers who rely on the six bus routes (5 Fulton, 5R Fulton Rapid, 6 Haight-Parnassus, 14 Mission, 22 Fillmore and 30 Stockton) that run out of the yard.
The modern yard will store 213 buses - an increase of 35 percent. In addition, the facility will:
- Prepare for 100 percent electric buses
- Support street operations activity
- Centralize and modernize Muni operator training

Adaptive Bike Pilot for People with Disabilities

Riders with differing abilities will now be able to ride adaptive bikes this summer thanks to BORP Adaptive Sports, Lyft, San Francisco Recreation and Parks Department and the SFMTA.
Beginning Sunday, July 28, the adaptive bikes will be available throughout the summer at Golden Gate Park at the intersection of JFK and Kezar Drive on Sundays from 11 a.m. to 4 p.m., and on Thursdays on the Embarcadero Waterfront soon after.
“San Francisco believes in a transportation system that works for everyone and providing service for people with disabilities is a top priority,” said Tom Maguire, Interim Director of Transportation. “Car-free Sundays in Golden Gate Park are one of the city’s most celebrated events and this program is a great opportunity to share that experience with everyone.”
Trained staff from BORP, the region’s leading provider of accessible recreation and adaptive sports for people with mobility-related disabilities, will be on-hand to fit, train and assist riders on how to use the adaptive bikes. Adaptive equipment includes supportive pedals, seats and straps, and hand pedals for quad-level SCI riders.

The adaptive bikes also feature:
- Upright handcycle
- Recumbent handcycle
- Recumbent leg trike
- Recumbent trike tandem
- Side-by-side tandem bicycle
Bikes are available on a first-come-first-serve basis. Riders can make reservations in advance by contacting cycling@borp.org to request a bike.

New Central Subway Director to Reassess Schedule

Today, the SFMTA announced plans to undertake a comprehensive review of the Central Subway budget and schedule.
The review will be conducted by the Central Subway Program’s new director, Nadeem Tahir, who joined the agency on July 15. It is expected to take approximately six weeks to complete and will identify a revised start date for service as well as evaluate the expected budget impacts of the delay.
Nadeem Tahir is an experienced transit professional with more than 35 years of experience planning, designing and managing the construction of large, highly complex domestic and international rail transit projects. He has managed rail projects in Los Angeles, Washington, DC, and Chicago, and was also the director of program management for the Federal Transit Administration (FTA) Region IX, overseeing projects in California, Arizona, Nevada, and Hawaii.
While it now appears likely that it will take longer to deliver Central Subway service, we do expect that most of the work will move underground and be less visible to communities. We do not expect this delay to create additional impacts for the residents and merchants who have lived through seven difficult years of construction. However, it is important to note that the construction of the community-requested rooftop plaza at the Chinatown Station is expected to continue into 2020.
The project continues to achieve important milestones and we look forward to completing much of the above ground work by the end of the year. This spring, we reopened lower Stockton Street near Union Square and restored regular Muni service for the 8, 30 and the 45 lines. Later this summer, we look forward to celebrating the reopening of the rest of Stockton Street in Chinatown and, this fall, to concluding our work on the surface of 4th Street.
Once construction is completed, we will begin testing to ensure that the tracks and other systems are fully integrated with the Muni system and ready for service. This includes integrating the automatic train control systems, radio and data communication systems, overhead lines, and customer information systems, ensuring that all of these aspects work for our two different types of light rail vehicles (Breda and LRV4).
Like most major infrastructure projects, the Central Subway is incredibly complex. Accurately predicting a completion date is always a challenge, and there are always risks that can delay a project or add unanticipated costs.
Our construction partners at Tutor Perini are a critical part of this process. We will continue to work with them proactively and in good faith to steward this project to completion. We are confident that they share our commitment to delivering a safe and reliable Central Subway that will serve residents of San Francisco for generations to come.

The City of San Francisco and the Golden State Warriors Make It Easier for You to Get to Chase Center

Yesterday, Mayor London Breed and the Golden State Warriors announced a Transit Bundling program, in which all event tickets to Chase Center will service as Muni tickets.
Any Chase Center patron who shows his or her event ticket at Muni turnstiles and boarding platforms will be able to ride Muni without charge. Both electronic and physical tickets for events – including Warriors basketball games, concerts and other events at Chase Center – will serve as proof of payment for Muni service throughout the day. We want to remind our customers to keep their tickets handy to show to station agents at Metro stations to get to the train’s platform or Transit Fare Inspectors, if asked. We also use all-door boarding across our system—so passengers with a valid ticket can board through any door so we can quickly get you to the event or game!
Here are a few handy tips to keep in mind:
- Our ticket bundling program is applicable to any ticketed Chase Center event.
- Chase Center event tickets are valid for both bus fare and light rail fare. The ticket does not cover the cost of riding Muni’s cable car lines.
- The ticket will be valid all-day, and expire at the end of the service day @ 2:00 am after the event.
- Keep those event tickets handy for proof of ticket purchase when you’re heading to the arena. Failure to show a valid ticket (i.e. print, mobile or season tickets, or proof of ticket purchase) can result in a proof-of-payment fine.
- Events that do not use Chase Center ticketing are not eligible.
Taking transit to Chase Center will be the most efficient, economical, and sustainable way to get to the arena. The Warriors chose the Mission Bay site for the new arena largely because of its transit-rich location. With a Muni Metro T Line stop right at its doorstep, dedicated Muni special event bus shuttles (78X and 79X) and a Muni stop serving the 55, 48 and 22 lines within one block, Muni will be the best way to get to Chase Center. We’ll have more information in a forthcoming blogpost detailing the transportation options that work best for your trip planning. Thousands of runners will take to the streets this weekend for the annual San Francisco Marathon. Five different races will take runners into the Mission, the Haight-Ashbury, Dogpatch, Golden Gate Park and out along The Embarcadero. Once runners cross the finish line, there will be a post-event festival along The Embarcadero.
How to Get There on Muni: Muni Metro subway service to Embarcadero Station, the F Market and Wharves Line as well as the 5 Fulton, 6 Haight/Parnassus, 7 Haight/Noriega, 9 San Bruno, 14 Mission/14R Mission Rapid, 21 Hayes, 31 Balboa and the 38 Geary/38R Geary Rapid routes will get you close to the starting line.

Challenge Accepted: Delivering Safer Streets for Cyclists

In May 2019, Mayor London Breed challenged the SFMTA to install 20 miles of new protected bicycle lanes over the next two years in order to more quickly achieve the city’s Vision Zero goals. This will double the rate for delivery of protected bike lanes. These upgraded streets will contribute to a safer, more connected network for everyone who travels by bicycle.
Making our streets safer for cyclists and pedestrians is a core element of the City’s Vision Zero commitment to eliminate traffic fatalities. Protected bike lanes are how we make bicycling a safer, more comfortable and, ultimately, more attractive transportation choice.
Our city has long been a leader when it comes to sustainable transportation. By choosing to ride public transit, ride a bike or walk, San Franciscans are helping reduce greenhouse gas emissions and other impacts of traffic congestion around the city. But, if we are to expect people to ride, they need to feel safe and protected from traffic.
Protected bike lanes that separate bicycle riders from regular traffic are common in other countries, and yet they are a relatively new concept in the United States. San Francisco installed its first protected lane in 2011 and has been consistently accelerating the pace of implementation. The map below illustrates how quickly protected bike lanes have become a critical part of the San Francisco bike network, and identifies streets that could be part of the next wave of protected bike facilities.

The city currently has nearly 25 miles of protected lanes and last year was our biggest year yet, with 5.5 miles of new lanes on streets including 8th St., Masonic Ave., Townsend St., Turk St. and Howard St.
So, delivering 20 new miles in two years…that’s an ambitious goal. How are we going to get there? We are:
- Focusing on “quick build” projects that can be delivered more quickly using city crews and/or on-call contractors (more information on SFMTA’s quick build program here)
- Using low-cost materials, such as paint and posts. This won’t work everywhere, but where it does, these inexpensive, easy to install options can reduce project delivery times from years to months
- Working with our sister agency the San Francisco County Transportation Authority (SFCTA) to identify additional funding to accelerate these “quick-build” projects, including committing additional funds to expand the capacity of the SFMTA sign and paint shops
- Working with the SFMTA Board of Directors to approve policy changes to help expedite the project approval process and allow staff to be more flexible and nimble at implementing and adjusting safety projects
So far this year, we have installed nearly four miles of protected bike lanes on streets including Valencia St., Howard St., 2nd St. and Polk St. In the next several weeks, SFMTA crews will add protected bike lanes to 7th St. between Townsend St. and 16th St., the first example of a protected bike lane delivered through this new approach.
Over the next two years, we expect the protected bike network in fast-growing SoMa to be complete while continuing to expand the network into other neighborhoods across the city. The map below identifies streets that could be part of the next wave of protected bike facilities.
San Francisco’s Vision Zero approach includes engineering safer streets, educating the public about safe driving behaviors, enforcing traffic laws and advocating for policies that support traffic safety…that’s how we, as a city, will continue to make our streets safer and more welcoming for cyclists.
We will continue to provide updates on these efforts and others as we work towards our Vision Zero goal of zero traffic fatalities, but we need your support. Making our city safe for cyclists requires a citywide commitment. T Third Bus Substitution

We are pleased to announce, we are in the final stages of finishing the UCSF Mission Bay Platform. This weekend a T Third bus substitution will be needed to perform key construction tasks that must be done when the Line is out of service and de-energized. The T Third line will be served by buses from Embarcadero to the terminal at Bayshore Boulevard and Sunnydale Avenue beginning Saturday, July 27 and lasting for approximately 10 days.
All Muni train stations between Embarcadero and the terminal at Bayshore and Sunnydale will be closed and buses will service all stops along 3rd Street, curbside. Customers traveling underground on Muni Metro towards Bayshore and Sunnydale will transfer to a T Third bus at Embarcadero. Please watch for signs that will direct you to the T Third bus shuttles.
Our goal is quickly and efficiently finish construction and open the platform as soon as possible.
T Third bus substitution
- Start of service Saturday, July 27 for about 10 days.
- Like last time, a robust sign plan will be implemented in addition to ambassador support at key locations and at key times.
Other Muni service changes:
- Cancelation of E Embarcadero. Please use the F Market as an alternative.
Street and traffic details:
- One lane in each direction will remain open on 3rd Street near the construction site throughout this phase.
Construction details
- Testing for equipment and trains
- Concrete pouring at two intricate rail sections, the single and double crossovers
- Work will take place 24 hours per day in order to take advantage of the train’s absence and the need for de-energization of the overhead wires

In this week’s Director’s Report from the SFMTA Board of Directors meeting, Ed Reiskin gave the following updates:
Vision Zero
- Since the last MTA Board meeting on June 18, there have been four Vision Zero traffic fatalities on San Francisco streets.
UCSF/Chase Center Platform
- The SFMTA is in the final stages of construction on the UCSF/Chase Center (16th Street) platform.
L-Taraval Construction
- The L Taraval Improvement Project is set to begin construction in summer 2019.
Salesforce Transit Center
- This past weekend, Muni service returned to the Salesforce Transit Center.
New Central Subway Program Director
- Nadeem Tahir is the new Central Subway Program Director. He will be responsible for delivering the final stages of this historic project.

Bike Share Update: Bringing Back Reliable Service!

Beginning tomorrow, San Franciscans will again have more choices for electric-assist bikes. Through an interim permit issued by the SFMTA, Lyft can immediately work to restore Bay Wheels service levels through the deployment of new e-bikes.
The new e-bikes are “hybrid,” meaning that they include both docked and dockless capability. This gives you the flexibility to lock the new e-bikes at bike racks when stations are full or too far away.
In our commitment to permit the best possible bike share system, the SFMTA anticipates exceeding the record-breaking numbers of trips per day that we experienced earlier this year. The interim permit is first of several steps to bring bike share citywide.
Stationless Permits
The decision to issue an interim permit follows a court proceeding regarding stationless e-bikes in San Francisco. In particular, last week, the San Francisco Superior Court temporarily stopped the SFMTA from issuing stationless bike share permits to operators other than Lyft, without providing Lyft the first opportunity to submit a proposal—a process known as “Right of First Offer” in the contract between the city and Lyft.
This process may take months, but the system needs to work for the public as soon as possible. This afternoon, the SFMTA issued or extended two permits intended to immediately improve bike share service:
- Lyft–We granted an interim permit to Lyft for up to 1,900 hybrid e-bikes in addition to the existing pedal-only “Classic” bikes. These new bikes will allow Lyft to address the severe bicycle availability issues that Bay Wheels has faced since Lyft removed e-bikes from service in April. Essentially, the interim permit allows the existing system to return to functionality even as we negotiate with Lyft for a potential future expansion.
- JUMP– The existing permit for up to 500 stationless bikes was also extended.
We are fully prepared to follow the court order and engage in good faith negotiations with Lyft under relevant contract provisions, with the goal of achieving agreement for how to expand station and stationless e-bikes in San Francisco. Our goal is simple: to remain true to our commitment to the city’s transit-first policy by providing convenient and enjoyable travel options. This includes establishing clear requirements and metrics to ensure that San Francisco’s bike share system is safe, reliable, and equitable, and that any bike share operators are fully accountable for their performance.

This Weekend: A Celebration of Arts Around Town

Events: Starting with a Friday preview, the Minnesota Street Project's San Francisco Art Book Fair kicks off three days of support for local artists. The San Francisco Botanical Garden's annual Flower Piano event wraps up this weekend, so be sure to head to Golden Gate Park to find the 12 pianos hidden throughout the Garden. The Giants will finish out a four-game series against the New York Mets that begins Thursday evening and lasts through the weekend. Sunday (sundae?) will be inarguably the sweetest day of the weekend with over 50 flavors of ice cream in countless forms available at the SoMa StrEat Food Park in celebration of National Ice Cream Day. San Francisco Art Book Fair

Free and open to the public, the SF Art Book Fair is an annual event in Potrero Hill hosted by the Minnesota Street Project in the Dogpatch neighborhood. The weekend-long event features artists' books, art catalogs and antiques as well as hosting a range of talks and discussions and much more. There will be a DJ providing music for the event and there will be food, wine and beer for sale.
How to Get There on Muni: Riders may take the T Third Street Muni Metro Line or the 48 Quintara/24th Street route to near the event.
Muni Service Notes: There are no planned service changes for this event.
Urban Youth Graffiti Arts Festival
Saturday, 12 to 5 p.m.
Bernal Heights
Continuing this weekend's art theme, the Urban Youth Arts Festival will host their 23rd annual Graffiti Arts Festival in Precita Park in the Bernal Heights neighborhood. Artists from around the area of all ages are welcome to showcase their talents and express themselves through art on the huge community painting wall in the park -- over 500 feet of wall space in total!
How to Get There on Muni: Riders may take the 12 Folsom/Pacific, 27 Bryant or the 67 Bernal Heights routes to near the event in Precita Park.
Muni Service Notes: There are no planned service changes for this event.

The pass is intended to encourage a safe, convenient way to pay your fare and quickly board Muni vehicles, which reduces overall travel time for everyone. Tom Maguire Named Interim Director of Transportation

The Board of Directors yesterday named Tom Maguire as Interim Director of Transportation, replacing Ed Reiskin who leaves the agency next month. Maguire will hold the interim position starting on August 15th and serve in the role until a new Director of Transportation is appointed.
Maguire currently serves as the SFMTA’s Director of the Sustainable Streets Division. He has spearheaded the agency’s Vision Zero efforts to reengineer the city’s streets to end traffic fatalities. He oversees staff which operates, engineers, designs and plans the city’s traffic, parking, pedestrian and bicycle infrastructure and provides transit security and parking enforcement.
Tom joined the SFMTA in October 2014 after serving as Assistant Commissioner of the New York City Department of Transportation. In this capacity, he managed Bus Rapid Transit, sustainability and resiliency programs among many others. He also holds a Master’s degree in City and Regional Planning from UC Berkeley and a B.A. from Rutgers.
His broad view of the agency, breadth of experience and wise judgment were paramount in the Board’s selection of Tom to serve as Interim Director of Transportation during this critical transition.

The SFMTA Board of Directors provides policy oversight for the safe and efficient transportation of goods and service in San Francisco. This includes the San Francisco Municipal Railway (Muni), automobiles and trucks, taxis, bicycling and walking. The SFMTA Board of Directors also serves as members of the San Francisco Parking Authority.
Our board of directors meeting is usually held on the first and third Tuesdays of each month. This meeting's agenda includes presentations and discussion on the Octavia ‘Open Street’ Project, Muni only lane on Essex Street and the Powered Scooter Share Permit Program.

The Van Ness Business Advisory Committee is made up of representatives from a diverse cross-section of Van Ness Project Corridor businesses. Members act as the voice of the community and provide recommendations and advice on how staff can best work with local businesses during construction of the Van Ness Corridor Transit Improvement Project to bring out the character that has made this vital thoroughfare one of the city’s grand avenues. Members of the public may address the Van Ness Business Advisory Committee on matters that are within its jurisdiction and are not on today’s calendar.
