Stockton Reopens to Traffic

We are excited to announce the reopening of Stockton Street between Jackson and Clay Streets. This segment of Stockton Street will reopen to vehicular traffic and provide more space for pedestrians after a three-year partial closure due to Central Subway construction. This street segment runs directly from Union Square to Chinatown and is the main thoroughfare for merchants, residents and tourists in the city.
In July, the SFMTA hired Nadeem Tahir to oversee the project as the Central Subway Program Director. His focus is on delivering the final stages of this historic project to improve public transportation in some of the city’s most densely populated areas. Nadeem is currently evaluating all aspects of the project and assessing the project’s timeline. One of his top priorities this summer was to restore traffic lanes, parking and sidewalks for the community in Chinatown and Union Square.
Once construction on the project is completed, we will begin testing to ensure that the tracks and other systems are fully integrated with the Muni system and ready for service. This includes integrating the automatic train control systems, radio and data communication systems, overhead lines and customer information systems, ensuring that all the Central Subway extension is fully integrated into the rest of the Muni Metro subway system. Across the industry, it typically takes a minimum of six months to a year to test and integrate similar systems.
Once in operation, the Central Subway will cut travel times in half along congested Stockton Street and 4th Street while enhancing connections to BART, Muni Metro and Caltrain. The route will move along 4th Street, through a tunnel near Harrison Street, beneath Market Street and under Stockton Street to the intersection of Stockton and Washington streets. With stops in SoMa, Yerba Buena/Moscone Center, Union Square and Chinatown, Central Subway will vastly improve transit access for the residents in areas of the city with limited transportation options.
The Central Subway will directly serve some of San Francisco’s most densely populated communities including Visitacion Valley in the southeast, the Bayview and Dogpatch neighborhoods, and the city’s center. Here is more information about the Central Subway.

Practice Makes Perfect!

Practice makes perfect! That's right, we are talking about practice. Over the last month, we have been conducting dry runs to make sure things go smoothly when Chase Center officially opens next week. We need to move thousands of people in and out of the area surrounding the new arena.
Our Parking Control Officers have been conducting drills to simulate what traffic flow will be like when 16th Street and Warriors Way will both be closed to vehicle traffic during events. These dry runs are a big help to coordinate between light-rail, bus shuttles, bike, pedestrian and car traffic to make sure everything comes together to get people to and from Chase Center. Up to 26 Parking Control Officers will be in the area, focused on transit priority, traffic control, safety, parking and curb enforcement. Remember, Muni is still the best way to get there and your event ticket is your Muni fare.
Things to remember:
- Get there early to avoid last-minute crowds.
- Look out for incoming trains when you are on the platform.
- Don't cross the yellow line, stay back from the edge.
- Obey Parking Control Officers, they are there to keep you safe.
- Don't cross the street illegally.
- Exit the platform at the designated exit, do not jump off midway, it is illegal.

The new Route 78X 16th Street Arena Express bus service will run from 16th and Mission Streets and the new Route 79X Van Ness Arena Express will run from existing route 47/49 bus stops along the Van Ness Corridor. Route 78X and 79X buses will begin running approximately 2.5 hours before the start of any Chase Center event and for 30 minutes after events. After events, both routes will drop off at 16th and Mission BART station. Route 78X will return to Chase Center for additional trips. Route 79X will continue, making local stops on Van Ness, beginning at Market Street and continuing to North Point. These new routes will improve arrivals and departures from each Chase Center event.
Remember, there are no stopping zones throughout the area to ensure that traffic can move smoothly. Please be aware of appropriate locations to pick up and drop off. This Weekend: Presidio Picnic

Events: It's an unusually quiet weekend ahead in terms of major events around the city, but that doesn't mean there's any shortage of fun activities to be found. Catch the second half of a four-game series as the Giants finish out their current home stand against the San Diego Padres on Saturday and Sunday. On Sunday, check out the San Francisco Zine Fest at the SF County Fair Building in Golden Gate Park, enjoy some of the area's best food truck fare at the Presidio Picnic, or take tours of multiple buildings all around the city during the Architecture and the City Festival which kicks off a month-long event series exploring the city's diverse architecture. Take in views of the bay and Golden Gate Bridge from the Presidio's main parade ground while also filling up on a wide selection of the city's best food truck cuisine at the Presidio Picnic this Sunday. A continuation of the months-long series that began March 31 and concludes for the season on October 20, the Presidio Picnic will feature over 30 vendors of mobile multicultural food and drink. Each Sunday event is a little different and along with the delicious eats, some other notable activities include free yoga classes, lawn games, a photo booth and much more.
How to Get There on Muni: Picnic goers' most direct Muni option to the event is the 43 Masonic Route, though the 28 19th Avenue and 30 Stockton routes will make stops within reasonable walking distance of the event.
Muni Service Notes: There are no planned service changes for this event.

Director of Transportation Report: August 20, 2019

In this week’s Director’s Report from the SFMTA Board of Directors meeting, Tom Maguire gave the following updates:
Vision Zero:
- Sadly, there have been more Vision Zero traffic fatalities on San Francisco streets since last reported a month ago on July 16.
- These tragic and avoidable fatalities illustrate what we already know – that many factors contribute in most severe or fatal collisions, but most importantly when those occupying the same street space are not heeding rules or paying attention, regardless of whether you are in a vehicle or on foot. We all need to take safety seriously, most especially on streets within the High Injury Network where most collisions happen.
Central Subway Update:
- Our newly appointed Central Subway Program Director, Nadeem Tahir, is in the process of assessing the project budget and timeline and plans to share his findings in the coming weeks. In the meantime, Nadeem is working closely with our contractor Tutor Perini to bring this transformative project to completion.
- Throughout this process, the project continues to achieve important milestones as we get closer to the end of major construction.
- Our goal is to restore traffic lanes, parking and sidewalks on Stockton Street in Chinatown and Union Square in the coming weeks and to reduce the work zones near Union Square and the Yerba Buena/Moscone Station later this fall.
Early Muni Subway Closures for Critical Maintenance:
- To keep Muni trains running safely and reliably through the subway, crews work every night within a two-hour window to maintain the tracks and infrastructure.
- However, critical maintenance work cannot be completed in two hours. Muni needs two weeks of early subway closures, to give crews extra hours each night to do this vital work.
- The work will include maintenance on the overhead lines, tracks and the automated train control system, which tracks the location and speed of trains in the subway.

Sound Off, Be Heard!

Next Stop: SFMTA Partners with Hunters Point Family and BAYCAT to Capture Youth Experiences with Transportation in the Bayview.
As a part of youth engagement for the Bayview Community Based Transportation Plan, SFMTA helped facilitate a collaboration between Hunters Point Family’s GIRLS2000 program and BAYCAT Academy to encourage youth to “sound off” on transportation challenges in their communities. The project, entitled Next Stop: GIRLS2000 + SFMTA, was youth-led from beginning to end.
Over the course of three months, students from BAYCAT Academy and GIRLS2000 worked together to produce the short documentary – taking the lead from inception to production. The youth voice is commonly overlooked in the planning process, although they are some of the most vulnerable to transportation changes. This partnership, spearheaded by Hunters Point Family, provided a platform for youth to voice their desires for transportation improvements in their community. Through the film, students advocated for improved access to transit and safety on Muni. They also provide a call to action to their peers, encouraging them to reach out to government leaders or organize at school to help prioritize transportation needs for youth in the City.
Students from GIRLS2000 also participated in a curriculum designed for the Bayview CBTP to expose youth to careers in transportation engineering and planning. They had the opportunity to conduct outreach, participate in a youth transportation workshop and visit the SFMTA to sit on a special youth panel! We are especially grateful to Roslyn Bell from Hunters Point Family and GIRLS2000. The students offered invaluable insight, wit, and much laughter to the Bayview Community Based Transportation Plan.

Page Street Bikeway Improvements Pilot Open House

We are always looking for ways to make our streets safer and input from the community is a big help. Please join us and bring your ideas and concerns to our open house this coming Tuesday, August 27, at John Muir Elementary.
Few neighborhoods outside of downtown are more familiar with traffic woes than Hayes Valley and the Lower Haight, where a seemingly endless stream of vehicles line up to enter and exit Octavia Boulevard and the Central Freeway from all angles. Rideshare stickers also abound, circling to and from the vibrant Hayes Street corridor or heading to crosstown destinations. While the Oak and Fell arterial streets have long carried thousands of cars (well before the Central Freeway came down), such was not the case for parallel residential streets like Page and Haight streets until much more recently.
Page Street is an important corridor for the Hayes Valley / Lower Haight neighborhoods because of its connectivity to John Muir Elementary School, numerous parks and other destinations. It is also one of the most heavily traveled bike routes in the city, where there are often 1.5x more people on bikes than in cars headed downtown in the morning commute. Approximately 20,000 Muni riders also pass through the neighborhood on parallel Haight Street, using several blocks of ‘red carpet’ lanes to (usually) bypass congestion near Octavia Boulevard.
While the SFMTA has made recent changes to improve safety on Page Street, and additional pedestrian improvements are planned for 2020, there remains an obvious need to address more directly the impacts of chronic vehicle congestion and further prioritize non-auto modes of travel. That is why the SFMTA is now proposing a comprehensive 18-month pilot project to try something bold: see what happens when Page Street is no longer an access route for vehicles headed to the Central Freeway.
After years of engagement with neighborhood stakeholders and roadway users, the SFMTA has finalized a proposal for a series of circulation changes and bikeway upgrades to Page Street between Webster and Octavia streets that retain local access but restrict vehicle through-travel. To help ensure eastbound Muni riders are still whisked passed congestion toward downtown, additional changes are proposed on Haight Street between Webster and Buchanan streets.

This Weekend: Bridge to Bridge Run

Events: This weekend's events are as different in character as they are in their locations around the city. Saturday and Sunday in Golden Gate Park, vintage paper aficionados can buy and sell vintage postcards, photographs, posters and much more at the Vintage Paper Fair in the County Fair Building. Dog lovers can head over to Treasure Island TreasureFest and its "Dog Days of Summer" themed-weekend that will feature vendors and activities catering to dogs (and their humans!) Sunday is the 43rd annual Bridge to Bridge Run along the Embarcadero benefiting the Special Olympics of Northern California. Read more about our featured event below.

Bridge to Bridge Run

Embarcadero
Billed as "America's most beautiful run" by Sports Illustrated, the Bridge to Bridge Run certainly lives up to the hype. Participants in both the 5k and 12k variants will set off from the starting line in the shadow of the Bay Bridge on the Embarcadero, proceeding north through Fisherman's Wharf and Ghirardelli Square. Those going the full 12k distance will continue on to Crissy Field where they will be greeted with a panoramic view of the Golden Gate Bridge before they circle back to the Marina Green for a post-race party with music, food and more. The Bridge to Bridge Run benefits the Special Olympics of Northern California.
How to Get There on Muni: Participants can take any Muni Metro line to Embarcadero station, the F Market and Wharves Line, any Market Street bus route, as well as the 1 California, 2 Clement, 14 Mission, or 14R Mission Rapid routes to near the starting line at the Ferry Building.
Muni Service Notes: The F Market and Wharves Line and 39 Coit Route will have reroutes throughout the morning until the conclusion of the event.

New Transit Service to and from Chase Center

Wherever you live in the Bay Area, public transit will be the fastest, most reliable and least expensive way to get to Chase Center. Located at the corner of Third and 16th streets in Mission Bay, the 18,064-seat Chase Center will be home to the Golden State Warriors and host to more than 200 concert events and conferences annually beginning Sept. 6.
To help ensure that Chase Center patrons can get to and from events with minimal impact on residents and businesses in the neighborhood, the SFMTA and Chase Center have been working in partnership, planning transit options. Route 79X will continue, making local stops on Van Ness, beginning at Market Street and continuing to North Point. These new routes will improve arrivals and departures from each Chase Center event.

Van Ness Improvement Project Works to Reduce Delays as Work Zones Shift

As the second half of the Van Ness Improvement Project’s utility work gets underway, teams are accelerating work and reducing delays. Armed with lessons learned from the first half of the utility work, changes to procedures and increases in staffing, the project team aims to launch San Francisco’s first Bus Rapid Transit service ahead of its projected fall 2021 start date.
Several efforts are helping to expedite the remainder of the Van Ness corridor utility work as teams are using proactive approaches to address conflicts underground when crews find underground conditions aren’t as they appear on drawings. When this happens teams must stop work and deploy its crews to work elsewhere on the corridor while the conflict is identified and addressed. Once the obstruction is identified, either the item is removed from the site or a redesign of the work plan must be done to find a way to work around the obstruction. To address the high number of conflicts, teams are now using ground-penetrating radar to look for changes in density in the soil beneath before work begins. Teams are also using “potholing” to expedite this work, cutting a hole in the roadway to dig below and confirm whether conditions match site drawings. Resequencing work has also allowed construction crews to jump to the next site to keep the project moving forward.
In July, the Van Ness Improvement Project shifted traffic lanes and construction zones for utility work to continue on the opposite side of Van Ness Avenue. Crews continue replacing the 1800s-era water and sewer systems beneath Van Ness, reducing their vulnerability to damage from earthquakes and minimizing potential service outages. Portions of the emergency firefighting water system, that supplies more than 1,200 fire hydrants through San Francisco, is also being overhauled and new street and sidewalk lighting and landscaping is being installed. Projected to finish construction in summer 2021, the contractor is working to continue reducing delays.

The SFMTA Board of Directors provides policy oversight for the safe and efficient transportation of goods and service in San Francisco. SamTrans to launch Foster City Commuter Express in San Francisco August 19

The SFMTA is excited to support SamTrans with their launch of the new Foster City Commuter Express service called Route FCX. It will run every 30 minutes during weekday peaks between Foster City and San Francisco from 6:00 a.m. to 8:00 a.m. and 3:30 p.m. to 6:00 p.m. To let customers try out the new service, SamTrans will be offering free rides aboard the FCX August 19-30.
Route FCX will add stops in the Civic Center area and Financial District, major employment hubs for the City. The route will connect to Muni, San Francisco Ferry Building, BART along Market and Embarcadero and AC Transit through the Salesforce Transit Center. The new service is expected to reduce transfers required for customers to complete trips to and from work.
Route FCX is the first of six planned express bus routes to be implemented over the next five years.

Today, Mayor Breed joined SFMTA Interim Director Tom Maguire, Supervisor Catherine Stefani, San Francisco Police Chief William Scott and community advocates to remind San Franciscans about the importance of pedestrian and traffic safety, especially with school starting on Monday, August 19. We are working diligently with the school communities to deliver safer streets to our youngest pedestrians From designing and engineering safer streets to deploying more crossing guards at key intersections this year, we are excited to support families actively choosing sustainable modes of transportation to get to and from school safely
Nearly 60,000 young people attending school in the San Francisco Unified School District are within a five-minute walk of a bus stop. And about half of them will be using Muni as their primary mode of transportation.
With the start of the new 2019 school year Monday, the SFMTA offers a variety of programs specifically to address the needs of this unique group of customers – students.
We're making sure students can travel safely and affordably through agency initiatives such as Free Muni for Youth, discounted youth fares, and the Crossing Guards and Muni Transit Assistance programs. We're also teaming up with our city partners, the San Francisco Police Department and the Department of Public Health, to remind parents, students and the public using city streets how to be safe.
School Trippers
Muni has about 29,000 students traveling on an average school day. In response to this high demand, we provide supplemental after-school service on the 24 Divisadero, 29 Sunset, and 44 O'Shaughnessy for a number of schools. Referred to as "school trippers," these added runs begin service at a school once the school day has ended and then merge into the regular bus route. The added benefit is segregating large numbers of students from rival schools, avoiding the potential for conflicts.

Crossing Guards
The SFMTA is also ramping up its School Crossing Guard Program. While Aug. 19 marks the first day of school students at the Unified School District, it will also be the first day for 15 new school crossing guards. In total, the SFMTA has grown its School Crossing Guard Program to 190 this year, staffing 154 intersections at 106 private and public schools throughout the city.
The primary responsibility of a school crossing guard is to assist students traversing intersections while en route to school or home; across designated crosswalks and according to existing intersection controls. It also comes in handy that many of our crossing guards know English as a second language, with Cantonese being a primary language spoken for many.
We continue to recruit, hire and train new guards. Currently we have eight candidates going through background check and are hopeful they will be joining the team in early September.

Muni Transit Assistance Program MTAP
Another way we work to make student travel safer is through the Muni Transit Assistance Program (MTAP). Since launching in 1996, MTAP has provided community-based staff to ride transit lines with high incidences of graffiti and juvenile disturbances and assist with enforcement. Transit Assistants are assigned to ride and monitor various bus lines and schools throughout the city depending on the need, rider count and concerns. They also act as a liaison between SFUSD, nonprofit organizations and School Resource Officers. These 14 individuals are part of the Security, Investigations and Enforcement Division at the agency.
Safe Routes to Schools Movement
Safe Routes to School (SRTS) is an international movement in more than 40 countries and all 50 states. They provide an opportunity to make walking and bicycling to school safer and more accessible for children, including those with disabilities, and to increase the number of children who chose to walk and bicycle.
On a broader level, SRTS programs can enhance children's health and well-being, ease traffic congestion near schools, improve air quality, and improve community member's overall quality of life through bringing school transportation activities together to strengthen communications between school community and city planners, public safety and educators.
Our own Safe Routes to School team will be expanding efforts from 30 local elementary schools to serving 103 non-charter, K-12 public schools with outreach and education about how to get to school safely and sustainably.
On the engineering front, SFMTA teams have completed a baseline safety assessment of 103 San Francisco Unified School District schools to develop a better understanding of the state of safety infrastructure around our city schools in order to develop and implement better and new communication modes. Pedaling Forward

More and more people in San Francisco, and just not children, see bicycles as more than just a convenient way to get around; it's a necessity. Creating a connected network of safe, low-stress streets for bicycling is crucial to keeping students safe while they bike to school.
Free Muni for low-to-moderate-income students
The Free Muni for Youth Program provides free Muni services for low to moderate-income city youth between the ages of five and 18 (students enrolled in Special Education Services and the English Learner Program are eligible until the age of 22). Since Free Muni for Youth began in March 2013, nearly 38,500 youth have enrolled in the program.
Applications are available for those who have not had time to sign up for the Free Muni for Youth Program and are between the ages 5-18. They can still get a discounted fare of $1.25 when using a Clipper card ($1.50 with cash) to ride on Muni with a valid identification.

A Reminder from the San Francisco Police Department
September is a good time to remember to slow down and pay attention as smaller people will be walking and bicycling to school. Special attention should be given when entering school zones, passing Muni transit stops, or approaching marked or unmarked crossings. Additionally, motorists should be aware that passing a school bus with flashing red lights is prohibited, from either direction, unless on a divided highway, with two or more lanes in each direction. Failure to follow this law could cost you $694.

- Speeding – it's a sliding fine from $237 to $489 depending on how much over the speed limit
- Failure to Yield to Pedestrian in Crosswalk - $237
- Motor Vehicle in Bicycle Lane - $237

This Weekend: Aloha Poly Fest and Sunday Streets in SoMa

Events: Take advantage of the warm, sunny weather forecast for this weekend by checking out some of the many unique events taking place around the city. On Saturday, the Mission will host the 20th annual 20th Street Block Party and the annual Aloha Poly Fest will return to the Marina, Visitacion Valley will host a Peace and Unity Rally and there will be Art in the Park at Boeddeker Park in the Tenderloin. Also on Saturday as well as Sunday, the Dahlia Society of San Francisco will hold their annual Dahlia Show at the Hall of Flowers in Golden Gate Park. On Sunday, the final day of the Stern Grove Festival will feature the legendary Isley Brothers and SoMa will host Sunday Streets along much of Folsom Street. Aloha Poly Fest

The Marina will host a celebration of Polynesian culture this Saturday during the seventh annual Aloha Poly Fest. Held on Marina Green West, the event will showcase the rich heritage of the Polynesian Islands, an area consisting of over 1,000 islands throughout the Pacific Ocean, including Hawaii, Samoa, Tonga, Tahiti, New Zealand and the Cook Islands among many others. There will be cultural dances, songs, arts and crafts, food and much more at this family friendly event.
How to Get There on Muni: Riders may take the 22 Fillmore, 28 19th Avenue, 30 Stockton, 43 Masonic or the 76X Marin Headlands Express routes to within a few blocks of the event.

Sunday Streets SoMa
Sunday, 11 a.m. to 4 p.m.
SoMa
Folsom Street from Essex to 10th will play host to the latest iteration of Sunday Streets this weekend. Explore local businesses, enjoy cuisine from the multitude of area restaurants or simply enjoy a leisurely stroll along Folsom Street as car traffic will be prohibited for the event, opening the area up to pedestrians, cyclists, skateboarders or any other non-automobile based mode of getting around town.
How to Get There on Muni: Riders may take the 8 Bayshore, 9 San Bruno, 10 Townsend, 12 Folsom/Pacific, 19 Polk, 27 Bryant, 30 Stockton, 45 Union/Stockton or the 47 Van Ness routes to near the event along Folsom Street.
Muni Service Notes: The 12 and 27 routes will have reroutes in the area of the event. All other routes may see minor delays and increased ridership.
Remember that you can take Muni for the entire day for a single $5 fare. The new $5 Day Pass, available on MuniMobile®, is part of Muni’s recent fare changes. The pass is intended to encourage a safe, convenient way to pay your fare and quickly board Muni vehicles, which reduces overall travel time for everyone.
